This numbering follows from the discussion at the final workshop in Lisbon. However, the recommendations for action can be grouped in different ways, for example, according to perspective, area or level of action or impact. Four sample groupings are:

C. Provide access to researchers, educators, students
D. Maintain and preserve information.
